400;\"><strong>C<\/strong>on el objetivo de agilizar el proceso legislativo que actualmente corresponde a las Minutas de reforma a la Constituci\u00f3n Pol\u00edtica federal, el diputado Homero Barrera Mcdonald, acompa\u00f1ado del legislador Ulises G\u00f3mez de la Rosa, present\u00f3 una Iniciativa que reforma la Ley Org\u00e1nica del Poder Legislativo, para que\u00a0tambi\u00e9n se puedan recibir las minutas de reforma constitucional remitidas por cualquiera de las c\u00e1maras del Congreso de la Uni\u00f3n, v\u00eda correo institucional.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Y es que, la Ley Org\u00e1nica actualmente no permite que se puedan recibir notificaciones de otros Poderes mediante correo electr\u00f3nico, y, adem\u00e1s, el trato que se les da a esas minutas es el mismo que a cualquier iniciativa local, con lo cual, el proceso para que la Legislatura de Quer\u00e9taro se pronuncie sobre una reforma a la Carta Magna, se puede prolongar hasta m\u00e1s de un mes.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Por el contrario, existen entidades donde la legislaci\u00f3n permite a sus congreso locales clasificar como urgentes las Minutas de reforma Constitucional federal y no est\u00e1n obligadas a dictaminarlas en comisiones; o algunas otras donde los plazos para convocar a los distintos \u00f3rganos, as\u00ed como para turno de asuntos son inmediatos.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Este hecho ha orillado a que la participaci\u00f3n de Quer\u00e9taro en cuanto a reformas constitucionales federales sea nula o tard\u00eda, pues existen ocasiones en donde al hacer el turno que mandata la Ley Org\u00e1nica del Poder Legislativo del Estado, la minuta ya fue declarada v\u00e1lida por tener los votos requeridos de las entidades o en ocasiones en los que la reforma ha sido publicada en el Diario Oficial de la Federaci\u00f3n y se encuentra ya vigente.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Por tal motivo, los diputados Homero Barrera y Ulises G\u00f3mez de la Rosa presentaron en Oficial\u00eda de Partes una iniciativa de reforma en la que se contempla\u00a0el car\u00e1cter de urgente para inmediata resoluci\u00f3n de las minutas de reforma a la Constituci\u00f3n Pol\u00edtica de los Estados Unidos Mexicanos, las cuales, una vez recibidas, deber\u00e1n turnarse a la comisi\u00f3n competente el mismo d\u00eda de su recepci\u00f3n.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Barrera Mcdonald aclar\u00f3 que esta excepci\u00f3n es exclusivamente para las Minutas de reforma a la Constituci\u00f3n Pol\u00edtica de los Estados Unidos Mexicanos, remitidas por cualquiera de las c\u00e1maras que integran el Congreso de la Uni\u00f3n, las cuales deber\u00e1n turnarse el mismo d\u00eda de su recepci\u00f3n.<\/p>\n<p style=\"font-weight:
